Try getting a BIN from another source and install it. If that does not work, install factory BIN and then the latest. Before you install factory BIN, make sure you note down your antenna and user settings, as you will have to add them after you install the BINs. Scanning always helps. I remember once I had so much problem with scanning, that I ended up doing individual TP scan on each of the TPs.
