Wondering what size (in terms of power) reciever a person would need for a room about 13 feet by 15 feet. Is a 75 watt high current amp enough for that size room (looking at a limited budget here) or not. If not, what should I be looking at as a benchmark.

Your room is not at all large so a 75 watt unit is plenty of power. As an example the H/K 525 is rated at 75 and would blow your walls out with a good speaker/sub setup. For that size room even a lower powered reciever would have enough power to drive efficient speakers to very loud levels. What speakers will you be using this receiever with?

I've been piecing together for a few years so I have a bit of everything (I know that's not ideal!!) In front I have two Nuance Spatial Sat Towers and a Nuance Spatial Cenre Speaker. My left and right rear speakers are paradigm titans and my centre rear is energy.
