Piecing together home theater system

I am looking to put together my own home theater system as opposed to buying a system in the box. One thing that I am confused about is the wattage of speakers compared to the wattage of the reciever. If I am looking at front left and right speakers that have a max peak of 400 watts does this mean that if I do not have a reciever that devotes at least 400 watts to each channel the maximum capabilities of these speakers will never be reached?

Don't consider based on peak wattage.

How about a budget? Are you planning on running a 5,6, or 7.1 setup??

Speaker wattage specs mean absolutely nothing, nor do they have anything to do with speaker quality. Speakers are blown by Amps sending clipped(distorting) signals, and not because they're being sent too much power.
