Can you use a regular spliter to split one cable line coming from the dish to go to to different recievers?

no .. usually sat stuff is in the higher freq, then basic cable splitter
more complicated than that need more info to advise you
what is the setup now
LNB type and brand
is there and diSEqC switch inline now ?
how many coax coming from sat
how many recievers do you want to hook up
type and brand

Yes Yo can split satellite signal using a 2GHz splitter or 2000MHz

But it limits yo to share same polarity on 2 receivers

It's always best to use a dual LNB that supports 2 receivers

he will more than likely need DP 34 switch i would guess with the little info we have .. IMHO

but if he has DDPlus LNB then there is more to it ..

Basic cable splitter is 900Mhz
That won't work on any satellite signal

Do you want to build your own.... OK it is cheap but will work.

Pry open a TV splitter. One in Two out.

Remove everything inside.

Solder a direct wire between input side and port 1
Solder a 10 pf capacitor between input side and port 2

Port 1 is your DC-Through from your FTA receiver to your Sat antenna. This receiver will control the antenna and polarity.

Port 2 is for your second FTA receiver. That receiver won't control anything. Will only be able to sniff the first receiver signal and polarity.

Enjoy this cheap low-cost solution. I have a bunch of those myself. Usefull all the time. Same splitter will work to split GPS signal on a active antenna.
