My D net not working showing scrambelled channels Pansat 2700 a bin 289 just want to confirm is it down?

Its NOT down. You may have to recheck a few things (keys, antenna settings, etc)after you first do a simple rear switch reboot OFF/ON..there was some brief freezing and scrambled channels yesterday on many receivers (VS, CW etc)that cleared up.

BAZUKA: For a start, switch off at the back and switch on after 30 seconds. Everything might come back.
If it never worked after installing the 289, check the DisEqC setting - use 1.0 - NOT 1.1 - and the port number.
The 289 BIN does freeze off and on. Keep the autoroll off.

Take the Bin file at good sites mentionned by Nalin and forget these 2 idiots
