Comcast Digital Channel Lineup??

I subscribe to Comcast digital cable and have a digital (QAM) TV. All I want is to watch basic digital channels on my digital TV. I asked Comcast if they would supply me with a channel lineup for the digital channels. They couldn't and insisted I needed a converter box (at $5 per month for each box). I eventually found most of the channels by brute force (scanning the 100s of channels).
More recently, Comcast has moved some of the analog channels to digital only (History channel for me, Cartoon Network for the kids). Even after going through the TV setup (scanning for channels), I can't find these stations anywhere. What gives? Requiring cable boxes for digital reception on digital TVS appears to be in violation of FCC rules. From what I've read, QAM tuners should be able to receive basic digital "as is."
Does anybody have any insight on this? If I wanted a bunch of cable boxes hanging off of my TVs, I wouldn't have purchased digital TVs.
