Anyone have this problem with Lcd tv? It looks like the tv is dripping?

I noticed when i change the channels and there is a black screen u will see this dripping or sweating. I even noticed when i played my ps3. I'm not sure if it's the Liquid Crystal or what. Has anyone seen this before?
