Low Audio on HD Local Channels

I'm a newbie to this board and HD and have a question.

First, I have a Toshiba HDTV with no built-in HD tuner and a Dish Vip 211 reciever. I have an RCA 1250 indoor antenna and get an SD local CBS channel and an over the air local CBS channel that has a much sharper picture.
How do I know whether this sharper picture is HD or just plain digital?

Also on the channel that gives me the sharper picture, the audio is of lower quality and much lower in volume. Is this due to the signal strength or what the station is broadcasting?
