You need to install a special driver for that:
I think this is it!

USB to RS232 converter
Windows 98SE/Me/2000/XP
(20026, 08/2004)

Bob, make sure you have the correct comm port selected.
Some computers have Comm1 and Comm2.
Default for the downloader is usually port 1, but you may have hooked it up to Comm2 by mistake.
And as for step by step, there are instructions in the menu of the loader. At least there is with GTRom loader.

Then I think the answer is less complex.
You have a USB to RS232 (strait cable) instead of a USB to RS232 (null cable).
In order to fix the problem you going to have to go and buy an adapter, they are really inexpensive and you don't have to replace the cable.
It'll change the cable from been:

1 -> 1
2 -> 2
3 -> 3
4 -> 4
and so on to:

TD (Transmit Data) 3 -> 2 RD
RD (Receive Data) 2 -> 3 TD
RTS (Request To Send) 7 -> 8 CTS
CTS (Clear To Send) 8 -> 7 RTS
SG (Signal Ground) 5 -> 5 SG

ok i thought that was the solution but apparently the straight through cable is the right cable according to the guy at the computer store he is telling me that the problem is with me not configuring the correct com port...he told me to go to properties and select the correct com port this sounds kind of dumb but where exactly do i go cuz i cant seem to find it

The specification of your cable say null? there is two differents straight and null do you need null because have two way communication. Do you can try find most information about your cable in the web. REad the information and you will be sure if is the right cable. Find more information in the web about your cable.
