Skew or not to skew?

I have a system with Winegard dish (31"), Invacom QPH-031 quad LNB and Pansat 2700A receiver. I am in the midwest of US. I am getting ready to set up the system. The estimated skew for my LNB is + 28 degrees for birds 119 and 121. My questions:

1. Do I skew (counter clockwise) the LNB only or the LNB and dish together? The specs of the dish:
Effective Aperture 76 cm / 31 "
Height 87 cm / 34.3 "
Width 80 cm / 31.5 "

2. In the receiver (Pansat 2700A)'s "LNB setup", do I fill the "skew" selection with "28" or leave it as zero?

3. Also, in the receiver "LNB setup", what type of LNB and LOF should I use for each seatellite (119 and 121) with Invacom QPH-031 quad LNB? My machine's choice seems to be "standard" for both of them in order to have LOFs of 11250 and 10750, respectively. But my LNB is a "universal". What is the difference between "universal" and "standard" LNBs?

if you have dish with skew in the back of the dish adjust the skew in the back.put your lnb straight up and down.Just the dish skew,do not touch your skew setting in your receiver
