Size of HD image

We have a Phillips LCD HDTV connected to Charter cable. The HD image is satisfactory but does not fill the screen. There is a black band on all four sides and frequently a thin, white line of static at the top of the picture. Is this normal or is there something wrong with the TV or the cable connection?

I have a Sony LCD with Comcast cable and built in tuner. The comcast channels have black bars only on the sides with regular definition tv. The picture is okay. With HD it is a different story. The picture is amazing and it fills the entire screen. Being new to all this I am not sure why your tv has a black box all the way around.

You can take regular channels and put you TV on either Full or Fill and the picture will take up the whole screen and not distort.If your watching a local high definition channel it will have the bars on the top ,bottom and sides.
