Playing recorded dvd on pc

Can someone please help me do the following:
After I copy my old video 8 tapes to dvd using my panasonic dvd recorder, will I be able to play them on my pc's dvd drive? Is there a way I can edit them on my pc with special software?

After they are finalized, they will play on a PC. TMPGEnc DVD Author, free for 30 days, then $70 to buy.

Thanks so much for your help--you are a wealth of knowledge!
On a previous thread you had recommended dvd-r, would this still be the case if I want to use the dvd author program?

If you are going to make menus on the PC, then burn to another disc, you might be better off to use RW or RAM discs that can be reused. If using RAM, you need a RAM compatible drive. RAM discs read the slowest, then RW discs, R discs read the fastest. After making menus and everything, use DVD-R, they have the highest compatibility with players.

My solution is I just rip it using DVD Shrink 3.2.
Then you will have all the VOB Files to add into any good Video Editing Software,(I use ShowBiz) then you just re-burn finished Video to any DVD-R
(I use Sony DVD-R) with great success on all DVD Player's & PC'S
