What makes a LCD TV comply to HDTV standards

I am after a LCD TV that's either 30" or 32" for around £500 to £650. I realize this isn't going to get me a screen made by a major manufacturer. However I have seen several models by cheaper brands for this price. Despite reading up on LCD TV and HDTV standards I am still a little confused and have a few questions:

1) In order to comply with HDTV does a LCD TV have to have a DVI socket or is VGA (D-Sub) sufficient?. I realize the main factor in compliance is supported resolution but are connectors also a factor.

2) If I purchase a LCD TV that's not HDTV compliant am I going to be left with a useless TV in 6-8 months time when all the broadcasters switch to HDTV?.

3) Some LCD TV's are quoted as being 15:9 instead of the standard 16:9 , does this mean they will have to squash a film down to display it on the screen?. Is there any major problems associated with this.
