If I have a Sat receiver and dish setup for FTA reception only, can I also setup the dish to receiver clear local programming as well? Can I buy some attachment to the dish that will bring in local channels crystal clear?

No..U ONLY get whatever channels (satellite signals) that the satellite U are aimed at sends..if that satellite has local programming then U might get those locals..U NEED TO CHECK OUT THE SATELLITES AND THEIR CHANNELS AT LYNGSAT. COM...if they are not FREE and encrypted,don't expect to get these channels..there is no "attachment" U can buy to receive your locals...U need to do some more BASIC reading now..
