VCR to RECEIVER: Why RF?

I'm attempting to use S-Video cables throughout: Receiver to DVD/TV/STB/VCR...The 'fly in the ointment' is VCR...Even though I have an S-Video OUT on VCR, I'm told RF IN from STB And RF OUT to TV is still required?

Who can shed light & answer this?????
