I am looking at getting a Sony CRT HDTV. I was wondering what the picture quality is like when viewing non high def programming, with the high def connections?

Depends on what type of service, STB and how picky you are about perfection. Most of the CRT's that I've seen do a decent job with analog or digital pictures. It all depends on screen size, signal quality, type of equipment, video settings, how close to the TV you're sitting and multitude's of technical details. Usually I don't recommend watching non-hd channels on the component or HDMI inputs, but whatever makes your boat float I guess...
Motion artifacts, scan ratios and format of signal usually get worse the bigger the screen size. That's my opinion, subject to debate, open for discussion:
