Video splitting?

I bought this nice TV Tuner for my computer, which allows me to watch TV, and even take screenshots of videogames. However, while this doesn't matter for watching TV, it has a horrible 2-3 second lag. So its impossible to actually get to specific portions of games and take screenshots. Which brought me to this question, is there a way to split a composite cable's video signal so I can send it to both a regular TV and the TV tuner? I know that individual audio composite cables can be split, but is there a way to do this with the video as well, and if so how much / where can I find the equipment to do so.

I've never done this before, but I don't know why you couldn't use a good quality "Y" adaptor to split composite video. I would guess that the resulting runs should be fairly short. There is a possibility of too much signal loss, but it won't cost too much to try.
