Unicable U4000 digital descrambler -- has anyone heard?

Has anyone heard of the Unicable U4000 boxes? A seller claims that these are digital descramblers, capable of receiving all channels on all digital systems. Here is a link to one sold on eBay: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&category=39804&item=5708930074&rd= 1

Has anyone used these? Is it a scam, or a genuinely new technology? I tried googling around for information but was unable to find any.

The seller provides some Q&A in an automated response email:

A: This unit will work with any service provider for digital service. It will not work with anaolg service however.

Q: Do I have to inform the cable company of it's use?
A: No.

Q: Does the cable company have to activate the unit?
A: No, use and setup information is described in the manual.

Q: Do you have more in stock?
A: Yes.

Q: Will this unit replace GI or Motorola DCT2224 or DCT2244 boxes?
A: Yes.

Q: Will the unit receive and descramble all channels (Including PPV?)
A: Yes, it will work with all channels.

Q: Does the unit require a card?
A: No card required. The manual gives use and setup instructions.
