Specific technical question about DishTV Local Channels

Hello all,
I'll try to be a clear as possible with my question...
I am considering subscribing to DIshTV.
I live half way between DC and Baltimore.
I would like to receive DC stations as my local channels.
When I try to subscribe either online or by phone, Dish says that my local stations must be from Baltimore.
The Dish customer service people are not technically knowledgeable enough to do anything but read from a script, so I could not get a definitive answer from them.

I do not know how the reception of local channels works on DIshTV...

Q1: Are they received via satellite, or by some sort of over-the-air antenna?

Q2: Is it possible for someone (like an installation technician) to enter a code somewhere so I can receive DC stations?

Think of a satellite Spot Beam like a fence
around your property, so you would receive only
the local TV channels that are in that market Spot Beam.

(Locals can be received both ways, by satellite or by OTA)

(NO.........from your location half way between DC and Baltimore
you can receive both by a roof antenna)
