If you have "Lost Channel Edit and Parental Control" it is usually because there is no sat scanned. The thinking as per Pansat programmers goes like this: "If you do not have any channels scanned you do not need to edit them and you do not need parental control" - a very reasonable attitude.

select echo 7 for 119 and echo 8.10 for 110 , assign proper diseqc port usually port 1 for echo7 and port 2 for echo 8.10 , also select lnb type for each - usually standard or dish pro.
What is your Dish pointing to? What sats were you getting before? How many dishes? Look at menu/Instalation/ Antenna setup - what appears on the right? What does each connected antenna show up in terms of DisEqC settings?
