Is there any way to clear the ppv entries on the cards so you can just keep ordering PPV without the phone line hooked up?

Yes, get a replacement receiver and sealed card on ebay (probably $30), then call DickTVee and tell them your receiver broke and you'd like to have your new one turned on. They don't ask for the old card back. You can get away with this a couple times, but you can't really do this every 45 days.
