All speakers receive their signal in both cases but what is the difference?
Hypothetically, if an amp puts out 100,000,000 amps and like 1 microvolt, and the other puts out 100,000,000 volts and 1 microamp would this effect the sound much, if at all? I think that's 100 watts RMS lol.

A speaker is a motor and and needs both voltage and current to operate. Look at the function of both as described in any electronics 101 textbook and you should have your answer. However, if either of your examples were in DC volt/amps, yes, there would be a difference to a speaker.
