Receiver causes video distortion

I just bought an Onkyo sr701 receiver, but am having trouble with interference from my rf coax cable (cable tv). The interference / distortion is in the form of lines going from the top to the bottom of the screen, scrolling from right to left (it's not horrible distortion, but noticable)

Note the following:
(1) There is no interference when I do not have the Onkyo receiver "monitor out" connected to my TV.
(2) The interference still exists even if no rf signal is indirectly fed into the receiver (i.e. video feed from Tivo).

(3) When I unplug the cable signal from the wall, distortion goes away.

(4) I have no interference problems without the receiver.

Could this be a problem with the receiver, even though video signal is transmitted fine when no cable tv is connected (i.e. DVD works fine without cable connected, but when cable is connected, DVD has same distortion problem).

I have tried using different coax cables, bypassing all possible connections, etc - to no avail..

Anybody have an idea of what I should do next, or is the receiver faulty?
