I only know what I read in the user manual, which covers both receivers. You can download a .pdf version of the manual from the kenwoodusa web site. Probably, they're pretty much the same. The radio tuner is a little different.

I recently purchased the KRF-X9060D and after reading the manual, website, and other threads, it is obvious that it is simply the International version of the VR-6070. Greg was correct about the radio tuner since european radio stations ar spaced closer together, but it can be switched on the back to tune the same as the US version. It is also multi-voltage (110 or 220 volt) which is great if you might be living abroad or in the US at some time in the future. I also own the Kenwood DVF-J6050 which appears to be the international version of the DV-5050M DVD changer. I really enjoy this receiver and so far don't have any complaints.
