Amp RMS vs Sub RMS

When choosing an amp or sub, is it true that you should as best as possible match the output of the amp (ie 200W RMS mono @ 4ohms) to the input rating of the sub (ie 220w RMS @ 4ohms) ????

Simply, if I have a 200w sub I would want to give it 200w from an amp. Or should it be higher?

the sub rms is a thermal rating, meaning you don't need to put full power to it to get the sub to max out
