i have 2 dd 9512 2 ohm dvc i was wondering if I should get 1 amp per sub or or just 1 big amp to run them both I can spend more but dont really want to if I dont have to 700 on each or 1500 to run both. also dont know how to wire the subs or the amps I was told you can hook certain amps up together to get more power

Get one big amp, it will be more efficient and easier to wire. If you get a one ohm stable amp then get 2 dual 4 ohm woofers and you can run them at a 1 ohm load to the amp. Your enclosure is also important. There are members on here who can make very nice enclosures for you if you need a good one. Pre-fab (store bought) are not normally a good choice. Having one built to your needs is key.

You need an amp that will do the required rms at a 2 ohm load then, not at 1 ohm. Those subs together will wire to a 2 ohm load. 2 ohms will run more efficiently so thats not such a bad thing, but you may need a larger amp to get the required rms at 2 ohms.
