If that sub has a dust cap and thats where the dents are he could just replace that. Maybe take it outa the box and push them out from the inside if possible. Otherwise theres not much you can do.

if its a cheap sub u may as well not bother with it than go through repairing it since u can get like good pioneer subs for a fair price .....

Does it matter what the cone is made out of to put fiberglass on it?

i take no responseability but a old trick i picked up, get a medium hot glue gun. drip a small puddle of warm glue on the woofer, take a spare glue stick and let it bond to the warm glue. then let it all cool and harden for a min or so. afterwards slowly pull straight out. the glue should slowly unpeel and pull the dent out. tht way no pushing is requires and alot less risky. btw no paper cones i'm talkin on a pvc poly prophleyne cone. on and other it prop won't work and pper it would tear. lastly if the cone is a kevlar or fibeglass it have to be reconed.

Try glueing a 12" plywood circle over the cone, works wonders.

Yeah, you're probably sol. :-( recone or buy a new one will most likely be your only options.
