Different ohm loads, same amp?

if i got a 4 channel amp would it be alright if i ran 2 channels at 4 ohms and the other 2 channels at 2 ohms?

As long as you don't exceed the minimum ohm requirement of the amp, then yes.
Usually, a 4 channel amp can handle 2ohm in stereo mode, and 4ohm in bridged mode.

like with this amp, i could run 2 channels at 4 ohms to get 45w, and the other 2 channels at 2 ohms to get 90w? and how would i set the gains for the amp?

You set it the same way. 4 channel amps should come with 2 gain/level controls. Match it to your HU's output voltage.
