would 425 watts be ok to send to a 250 watt sub as long as I keep the gain and bb down?

No.

Headroom should be no more than 10-20%.

At 250 watts, 20% more would be 300 watts.

425 watts is too much. It is 70% more power.

Remember that some people adjust the gains by matching the RCA preout voltage from the HU. If you do that, then your subs will peak prematurely and will be out of ballance with your components. Even if you try to adjust it by using the fader or subwoofer controls, you may find that you will have unsatisfactory results.

Yeah, 425 would work, and you will definetly get sound, but it aint going to be true.
