Sounds wierd

When you turn on the radio but the volume is all the way down then you can hear like a static noise. But when the radio is off you can't hear it. If I unplug the RCA cords from the back of the Radio then the sound is still there. If I unplug the RCA from the amp sound is also there. Need help really bad. Please post back.
