a subsonic filter cuts off freq below a certain range, while the opposite, a crossover, cuts off freq above a range.
subsonic filters are important in ported enclosures where you can cutoff freq below what your box is tuned to... also can be used to cutoff freqs your speaker/sub are not designed to play or that you dont want them to play.
Yeah its basically just a high pass filter with a very low cutoff frequency which is sometimes set below what we can normally here(subsonic frequencies), thus the name.
if you run a sealed enclosure, yes turn it off. the sealed air acts as a suspension and protects your subs from bottoming out due to sub sonic frequencies.
