look at Adire Shivas
Elemental Designs 13Kv2s
Image Dynamics ID or IDQ(a lil over 300, but very nice)
Kicker CompVR
Cervin Vega Vmaxx
How much power are you working with...
and what are your goals, as far as SPL or SQ?

Ill let someone else answer the part about having
the block hear it...not my field...(or should be yours for that matter)
but subs dont play vocals anyhow...thats the speakers job...which is a different question all
in itself.

back to the issue.
Do you need an amp?...
or do you have one?..if so...what make/model?

or are you looking for both...and does that 300 dollar budget
require both subs and an amp...
In that case, youd better save up for a while
and ask again.
