the lower it is the more mechanically inlcined to a sealed enclosure ti is.

Low Qts means loose suspension, low moving mass, or really strong motor.

High Qts means tight suspension, high moving mass, or weaker motor.

Low Fs is from a loose suspension or a heavy cone (think about mass hung on a spring)

the motor strength or BL of the driver reflects how much control the magnet/motor structore of the sub exerts on the moving mass.
it's a trade off. generally the more control the motor has, the more accurate or controlled the speaker is going to be, but the less efficient it'll be, too. a strong BL is good for SQ but not so good for SPL.
There are other factors affected as well but that gives you an idea.

i am guessing low is .000 -.300
middle is .300 - .600
high is .600 - .900 +

anything below 35hz is pretty low on the Fs

but the Fs can get very low for EXAMPLE(i know there are lower)...there are subs with Fs or like 27hz....which would mean it is designed for sealed enlcosures....which means a sealed enclosure would be better for its loose suspension or heavy cone to support it more with pressure while it plays.

So subs with middle to high QTS are mostly designed for spl? And FS means whether a sub can play in a sealed or vented enclosure right?

my sub has a fs of 22 Hz, does that mean i should not be using a ported enclosure?

that doesn't mean a sub can not be used in a ported enclosure....it just means that it will have a flatter response...i think.

your eclipse is designed to be optimal in a small sealed enclosure with it's qts being relatively low at .39. That doesnt mean you can't port it though.

well a sub with a high qts has a very tight suspension and weak motor strength therefore having a low BL which would make it more suitable for a ported enclosure for a SPL application. Mid to low QTS is where you get your SQL drivers, for ex the eclipse TI QTS .39, ID max QTS .34, and JL 12w6v2 QTS .45. They are designed for small sealed enclosures and low tuned ported enclosures.

the lower the QTS the more loose the suspension as muddy stated above. This leads to more XMAX which is only a factor in a sealed enclosure (because in a vented enclosure you will never reach x-max) unless played below tuning therfor bottomiong out your sub.

which means i havea strong motor....i love SQ. lol
