I am currently setting up a whole house speaker system and have a 100 watt receiver operating at 8 ohms going out to 3 rooms. Two rooms will have four speakers, one will have 2. I was going to use Impedance matching volume controls; however, if each volume control is set at 8 ohms I am afraid that would make the final ohm load 2.6. Keep in mind that each volume control is going to feed into a passive audio distribution panel. Is this correct? If it is, can I increase the ohms at each swith to compensate?

It depends on the impedance of the speakers themself and whether you wire rooms in series or parallel. The better option is to use a multichannel amp that has enough channels for each system.
