i have a rockford fosgate T3000.1 what is the rms rating and what is the amp stable at

•2,000 watts RMS x 1 at 2 ohms
•3,000 watts RMS x 1 at 1 ohm

those amps are underrated so it could be as high as 3800 watts

would it be a good amp to run two jl13w7s and 1.5 ohm
if not what amp would be best

with a pair of 13W7s @ 1.5 ohms each in series you'd have a 3 ohm load, which would yield approximately 750W per sub.
That'd do the job.
The other option is to use a JL 1000/1 amplifier to drive the two subs.
