sometimes if its a glass fuse you cant see if its blown. try getting another fuse for it. make sure its hooked up to the batt. and you are using the dc setting on your dmm correct?

i have a feeling the fuse blew if the power and ground touched

Use a test light or multimeter at all the points where the wire has a break such as fuses or splices and see where the power stops, then try to find the problem at the place it stops.

Yea,you ground the alligator clip and tap the pointed tip to the wire and if it lights you have power and if it doesn't there's a break in the line so keep testing until you find out where the break in the power is.
