My neighbor just got 2 15"L7's from a friend. He says they are rated at 1000w rms each. To do these justice wont he need to upgrade his electrical system to handle the wattage required to run these?

I'm not sure what amp/amps he plans on getting, but I can't imagine the stock electrical system will work well.

Any thoughts?

I would agree with you as he will need at least 2krms to keep those subs happy and he will need a better charging system (alternator) or more batteries but that wont really solve the charging issues while he is driving.....

Yes, he will need an HO alternator and a good battery.

Look for a 2000 watts and up amplifier for those subs.
