i have a friend that had 2 cheap lighting audio subs, and a rockford amp...he had them turned around in a sealed box so that they were firing into the box...he was out bumpin this other dude that was runnin 2 '03 rockford HE's off a kenwood 800 watt. is it bad for the subs to turn them around like that??

No,
Subs are omni-directional so you can have them facing either way, but it is usually more effective to have them facing cone out (driver in the box)
