if i get one of these

You don't have to have that specific unit. When a head unit says 'sirius-ready' (and don't worry, because this is a widely misunderstood concept), it just means there is a proprietary sirius receiver for that head unit.

The sirius receiver you have listed is a 'plug and play' type device, which means it will work with any stereo that has FM, or an aux input. The plug and plays are certainly my favorite, intuitively speaking. There are other plug and plays you might like better as well and be priced better.

does that HU have a built in tuner so that i don't have to get a plug and play and i can just control sirius straight thru my head unit?

Nope. Like I said, XM-ready or Sirius-Ready just means they have a proprietary receiver for the specific unit. In all honestly, it's a shameful marketing tactic.
