my friend has a car that has some type of white haze on the chrome on the car. I tried using chrome polish with a towel and it just made it a little more shiny but it didnt remove the haze or w.e it is. Anything else i can do? maybe a smooth paint type sandpaper? idk!

DEFINATELY do not sandpaper Chrome!

You're supposed to buff that haze off in many cases.. It might take some elbow grease, or an electric buffer, but it should come off without any serious problems.
