Help VW Jetta stereo is locked & not in "safe" mode

I have a 2003 jetta and the stereo is locked, unfortunately it has happened before and the dealer said he didn't know what the problem was and just put in another stereo. Well it happened again. Its not in "Safe" mode, it just goes silent, you can insert & eject cd's but they won't play and the radio station it was on still shows in the display window but there is no sound and you can't change stations.
Anyone encountered this before? If so what did you do?
