alternators are 12.5 volts or so at idle. should be 13.8-14.4 above idle. if it's staying at 12, it's not charging your battery. the forward bias voltage has to be greater than the battery's charged voltage in order to recharge the battery.
make sure you test at the battery terminals though. if that 12 volts is inside the car it may be a circuit with a regulated voltage.
