My HU puts out 2 volts and I would like to know what position my gain should be at on my Rockford fosgate 351s amp.

the gain on the amp should be set at 2 volts as well.
what is the input sensitivity range on your amplifier? it should be listed in the documentation.

set the gain about one-third of the way up from the 100mV position.
that's 2V.
that should be fine.

weak amp.
you need something with more power.. you shouldn't need the bass boost, or the bass on the head unit anywhere past flat zero.
