Is it safe to run the component speakers little over the rms. lets say by around 15 watts?

If your amp runs high rms rating that your speaker you need to turn your gains down so the the amp isn't running at full power. This is safer for your amp and for your speakers. The amp will only be running at 80 or 90 percent instead of full blast and will last longer. Your speakers will also benefit from this because if they are clipped if your amp starts to distort it will cause damage. It's good to have a more powerful amp but not to overpower your speakers constantly. Running your speakers at a higher rms rating will also burn them out quicker and shorten there life. Hope this helps.
