Transfer Video from hard-drive to DVD or VCD

I transferred a video from my camcorder to the laptop using firewire and windows movie maker (DV-AVI format). Now I was unable to make a VCD out of this. Please help - I would like to make a DVD or a VCD. Do I need anything special here????
