When having problems with computers I narrow it down by starting with what I may think is the problem. If you think your video card is the problem then if you have a spare graphics card then try swapping them. If the Graphics are integrated disable them in BIOS. I don't think your video card is faulty though, keep trying.
how old is this pc? what op system? older operating systems will have issues with internet and its content so more info would be helpful. If your using win98 or something that old its time to upgrade....}
