Unhook all cables to the amp except power wires. Now, take your remote wire and touch the pos power wire. That should turn on the amp. If that takes it off safe/protection mode, then your amp is fine. If it still stays in protection, then you have an amp problem. With no input cables/speakers attached, regardless of your gain/level setting, it should come out of protection.
