when does the amp put out the rms rating it has, is it when the music is cranked or all the time? a guy was telling me that if i play the music softer, a 400w rms amp will only put out 300wrms. he was trying to convince me that this is what i should do and why you should always by amps that put out more rms than the sub can handle/
