Can someone explain the different between Echo3 and Echo12?

Hi,
Can someone explain to me the different between 61.5 E*3 and 61.5 E*12 (see image below)?

E*12 seems to have HD where E*3 the international. Do we need a special dish to receive this? how about receiver? will CS 8000HD will pick it up?
