I have been researching some low budget receivers for a few months now off and on and every time I look at them I find something new.
I want to spend under 400 dollars and I will be using it for primarily music. I am getting 2 cerwin vega E-712's from a friend that is being stationed in germany.
I have looked at the Onkyo 8511, and Yamaha RX-V530 primarily. The onkyo receiver is lacking a lot of features but I have heard good things about it.
Dude get the Yamaha RX-V540 or the RX-V640! To me they are a lot better than Onkyo in my opinion.

The Onkyo is a 2 channel stereo receiver, where as the Yamaha is a 5 channel HT receiver. You are comparing apples to oranges.
If you want a stereo receiver, the Onkyo will work fine. You might also look into the Harman/Kardon 3475 or the marantz 4320.
If you want the flexibility to go with 5.1 sound later on, I suggest a Harman/Kardon AVR225, available from One Call (www.onecall.com) for $329.99 (MSRP is $499).
